DDoS stands for Distributed Denial Of Service and yes, they are illegal.
In a DDOS, the attacker uses a large number of computers to cooperatively overload a target machine/network to prevent it from actually servicing legitimate customers.
If you think of a computer server like a branch of a bank, imagine if a large number of thugs enter the bank, and ask the teller what time it is. The thugs really don't care what time it is - their job is to just tie up the tellers so they can't help real customers. The thugs get in line, they engage the tellers or other employees in pointless tasks. Then, when a thug eventually gets done with a teller, he just gets into line again to do the same thing over again. Over and over and over again. With enough thugs, they can essentially make the bank unusable by its legitimate customers.
The obvious way to deal with a DDOS would be to just ignore connections from attacking machines (ie. don't let the thugs into your bank.) Problem is, with the huge number of sources the attacks (thugs) are coming from, it can be difficult to identify which is an attack and which is a legitimate user. Fortunately, computer security programs have gotten quite advanced and many of them can identify an incoming attack connection even though they're originating from different computers.
