Tor will protect you from a hostile or untrusted ISP or network. The website has lots of detail. The easiest way is to use the browser bundle for basic web surfing (no flash, torrents, streaming).
Your traffic is encrypted and randomly passed around the internet to an exit node and then to the website. That takes time, and the exit nodes may be in a different continent, so it may be slow. I was playing with it yesterday; from North America, trying to download pages from North America but with an exit node in Europe, it may be 5x as slow as a direct connection. Trying to download pages from Europe, it may be only a bit slower than normal.

Tor will pretty much protect you from any snooping at the ISP, short of them attacking your PC and installing a logger. If your ISP is just collecting ip addresses and not examining packets, then if you use a proxy all your traffic will show the proxy address (but the proxy service may log your traffic). If you use a VPN, the ISP cannot examine packets as they will be encrypted, but they all go to the VPN and the VPN server may log your traffic.

maybe you cant. you can do things like use a proxy or vpn or tor, but they will only take you so far, and depend highly upon your use patterns to work. For example, you can use tor, but if you open a downloaded document while you are still connected to the internet, its going to link your identity. And then, if someone REALLY wanted to find you, they would simply study your writing styles and patterns, and find you by your post comments. I am not aware of anything that would let you roam the net with 100% anonymity. And if they are cracking down on piracy, theres a chance they will start cracking down on using things to anonymize your traffic. For example, there are MANY sites which will ban your isp if you access them from tor, especially banks and financial institutions with all the bitcoin stuff goin on, they will ban your isp and you will loose access to your account.
